Citizen Development, Governance, and Automation

This unit examines the governance, guidance, and organizational practices that enable citizen development, open innovation, and workplace automation. Students explore types of work suited to automation, evaluate low-code/no-code and open source approaches, and map stakeholder roles and implementation strategies (bottom-up vs. top-down, create vs. orchestrate).

Learning Objectives

• Analyze governance frameworks, guidance, and guardrails needed to manage citizen development and automation, including risk, compliance, and security implications
• Evaluate the drivers and benefits of citizen development and open innovation (e.g., crowdsourcing, experimentation) and determine which organizational offices and functions are most impacted by digitalization
• Apply criteria for assessing low-code/no-code and open source tools for ‘citizen-readiness’ and identify types of tasks and processes that are well-suited for automation
• Demonstrate the ability to map stakeholder roles (IT, citizen developers, leadership, business units) and recommend when to create vs. orchestrate solutions and when to adopt bottom-up versus top-down rollout strategies
