Citizen Development: Risk and AI

This unit examines the management, governance, and future direction of citizen development—especially low-code/no-code and generative AI—focusing on risk, compliance, and practical success strategies. Building on foundational principles, students will learn to balance business value and technical/ethical constraints to prepare for implementation and advanced study.

Learning Objectives

• Analyze benefits, limitations, and potential failure modes of low-code/no-code and generative AI citizen solutions using case scenarios from both regulated and non-regulated industries
• Evaluate legal, ethical, and cybersecurity implications of citizen-developed applications and recommend appropriate compliance controls and risk mitigation strategies
• Apply governance, testing, deployment, and monitoring best practices to create a safe and effective citizen development process, including defined roles, approval workflows, and incident-response procedures
• Design a balanced implementation roadmap that prioritizes business value, risk mitigation, and workforce enablement, and justify chosen approaches with evidence and measurable metrics
